The African Democratic Congress (ADC) has called on domestic and international election observers to formally designate the FCT and Osun State as “early-warning locations” ahead of the 2027 general elections.
The demand was contained in a statement issued on Wednesday, 26 August 2026, by the party’s National Publicity Secretary, Mallam Bolaji Abdullahi.
The ADC said the call became necessary following reported threats by political office holders in both locations, which it described as part of a growing pattern of intimidation and impunity.
The party condemned the reported declaration by the Chairman of Kuje Area Council, Mr. Samuel Danjuma Shekwolo, that residents must vote the All Progressives Congress (APC/ or leave the council area.
It described the statement as “a threat of forced displacement” and a violation of Sections 40, 41 and 42 of the Constitution.
“The ADC therefore calls on the Inspector-General of Police and the Department of State Services to arrest Mr. Shekwolo and charge him accordingly. Not to invite him. Not to ‘engage’ him. Arrest him, charge him, and let a court of law decide,” Abdullahi said.
He linked the Kuje incident to a similar remark by APC Senator Francis Fadahunsi during the Osun governorship election, who was questioned by police and released without charge after allegedly threatening opposition voters.
“Ten days later, a council chairman in the Federal Capital Territory, under the President’s own nose, tells residents to vote APC or get out. That is not a coincidence, that is a lesson being learned,” the statement said.
The ADC also traced both incidents to President Bola Ahmed Tinubu’s 29 July comment that “all is fair in politics,” and demanded that the President personally clarify the statement.
“If that is not what the President meant, he should say so himself, and he should say so now. A clarification issued by aides in a press statement will not do. The words were the President’s. The correction must be the President’s. Silence at this point is not neutrality. Silence is ratification,” Abdullahi stated.
The party further urged the National Peace Committee to speak out now, warning that waiting until 2027 would reduce it to “issuing condolences, instead of appeals.”
The ADC’s seven demands include: immediate arrest and prosecution of Mr. Samuel Danjuma Shekwolo; reopening and full prosecution of the case against Senator Francis Fadahunsi; preservation of evidence by the Police, DSS and INEC on both incidents; a public, personal clarification by President Tinubu of his “all is fair in politics” remark.
The party also asked APC to publicly disown Mr. Shekwolo’s statement and discipline him; a full retraction and public apology by Mr. Shekwolo to the people of Kuje, and that domestic and international election observers formally place the FCT and Osun on record as early-warning locations ahead of 2027.
